When there is a negative sign, you flip the fraction then take it to that power.
so if you have (3^2)^-1
9^-1 ===> 1/9
If you have have 9^(-2)...
(1/9)^2 ====> 1/81

In general:

N^-p = 1/N^p, so

(3^2)^-1

=1/(3^2)

=1/9.

(a^b)^c = a^(b*c).

a^-b = 1/(a^b)
