You might want to check out this page at my site:

You can't use a "casting" resin as mentioned in the other thread (also known as a polyester resin) because the surface will remain tacky (since it's exposed to the air, not in a mold). So you would probably want to use an epoxy resin since the depth is so thin.
(Crystal Sheen is one brand of epoxy resin, and there are ways to deal with the bubbles.)

For more info on those things, on the page linked to above, click on the relevant categories, especially:

SIMULATIONS OF RESIN...)

I would assume that Diamond Glaze, like other dimensional adhesives, would be fine but might take a long time to dry completely, or might be susceptible to too much humidity when using, etc.

You could also use a clear acrylic like Varathane (water-washup, Gloss ...a finish for bare wood) or even clear fingernail polish, or other things.

I've not tried any of these but possibly Glossy Accents used by card makers. Bonda clear casting resin used for making paperweight, pendants etc.
There is also something modelmakers use to create ponds and water features. Try to find out if there is a dolls house/modelmakers club in your area for advice.
