let me tell u why.
the words in a dictionary are arraneged in alphabetical order.
(i.e the letters of english language).
as, ask
in both the words .. the first letter is 'a'. so we have to look for the second letter is ' s' and it is the same in the two words. then there is no third letter in 'as'. so it comes first.

As, dumb as. Just kidding it sounded funny in my head. AS is going to come first because ask has the K. As comes before all words that begin with AS.
