You should judge for yourself because this is a question you are asking total strangers. Nobody will be able to give you a proper suggestion unless they know about your competency.
This question here seems inappropriate.

yours field of engineering ? being a civil engineer and a govt employ and my huge experience it is my first advice that never join any govt organisation. there nobody will care of yours thought and you will never be able to do some new creation because it is a organisation where horses and asses march to gather and duffers have command over the intellectuals. I don't know about yours financial position. it is very difficult to rise with walking on a Right track. somewhere you have to compromise but always keep in mind that there should not be any damage to any body from you.Never though to help

Defence out of question - there is no war. But you may die for other's mistakes.
Politics - Basic requirements are illiteracy and goondagiri. You are unfit.
Administrative service - They are supposed to be the real rulers but are responsible for present condition of India. One in 100 will perform. Forget it.

Get a decent employment in India or abroad. Marry and settle, without this social service worm bothering you.

Never demoralise.

It is wonderful that you have such good thoughts and want to do something for our country. I think the first thing all of us need to do is stop calling our fellow Indians by region or by cast and stop fighting among ourselves.

There are many things which you can do. For example you can form a group of about 10-15 people with your friends to discourage people from littering as that can solve a lot of problems. If we live in a clean environment, we will be free of diseases and can live a healthier life. So you can go around anywhere in your city and stop people from littering.

The next biggest problem is of corruption. We need to reduce corruption in India. Yes we cannot control everyone but we can atleast make sure that we ourselves don't get invloved in it by bribing or taking bribe. If everyone can play their part, it will go a long way.

There are so many children deprived of education. We need to think of solutions and give back to the society. We need to raise conscience, first with starting with our friends and families and donating as much as we can, to promote education in our country.

Hope that is helpful and will give you a good start.

If each Indian starts thinking like u and do any gud work of his own without expecting Government benefits, then India will automatically develop very well. We can do our duty dedicatedly to our nation. That's enough. If posssible, educate the illiterates nearby ur area!

The best thing you can do for your country is not have any children and get others to do the same, India is on a path to environmental and social destruction if it doesn't get it's population under control. They're already seeing fresh water shortages and they're only going to get worse and other things that will go along with that.
