Yes. Distilled water is boiled to convert it to steam, leaving any and all impurities still in the pot. The steam is collected and condensed back into liquid, yielding water that is free of impurities, including salts, bacteria, viruses, minerals, and organic compounds.
Deionized water is not purified by vaporization/condensation, but rather by passing it through ion-exchange resins. This process removes all of the salts and most of the minerals. Impurities that are not electrically charged, like bacteria, viruses, and organic compounds, are not removed by this process.

Pure water is a good insulator. Deionized water is a very pure water that is being measured with electronic to determine how pure it is. If it is very pure it will conduct no electricity.
