Take no more than a 10mm cut at a time typically 4 cuts for a 38mm worktop. I'm a kitchen fitter I do 6 passes i find i get a better finish and a tighter joint. Cutter life may also be longer and less strain on the router.

A worktop Hmmm! Since your question leaves out so many details. Lets see first we need to know what size of router your using and what bit are you using. I'm going to assume you are using 2x4's for the top and that this is for a workbench. So I'll guess you are using a 1-1 1/2 HP router and a straight cutting bit of about 2". If this is the case I would recommend 3 passes. If the material is 3/4" you can do this in 1 pass. I would suggest that you edit your question and add to the details for further information. Such as router size, router bit is this a 1/4" shank or 1/2" shank and type. The thickness of material and type of material. Are you cutting the outline or the edge. Without any detail of your intent, or the thickness you wish to "ROUTE" it's difficult to say.

Are you attempting to cut a hole for a drop in sink?? ETC?

A Router, even at 25,000 still will use a bit that is very likely offering no more than a 3/4 inch CUT at a time. If it happens that the work top is thicker, and your intent is to "Insert" something; why not drill a hole; and use a "Scroll/Sabre saw to make the cut first?

If its an ad on like a work board that you merely want FLUSH with the counter top, just determine the measurement. In that case it may take more than one effort.
