I beilive that it blows cold air out of the vents when you turn the heat on because the heat system works almost the same way the AC system works. You probably have to give it a little time, and wait until the system warms up, and the heat kicks in.

Check and see if you are not running the defroster on the wind shield. most cars will automatically turn on the AC compressor if you are blowing air on to the wind shield because the AC drys out the air by cooling it (removing the moisture) so that it will clear off the wind shield faster. I know it sounds odd but thats what they do. If your not pushing air twards the wind shield,,, I Dunno
