Is it because of the differrent countries that play the sport of football that they have differrent names for these positions.

No. The formations dictate what each back is called.

The fullback and halfback are usually found in the "I" formation, where the fullback primarily is used as a blocker. Often times, the formations become one-back sets, where the runner is considered the "tailback".

Definitions from a football web site:

Halfback - smaller, faster running back who aligned behind guard or tackle in T-formation era; also used in that play-both-ways era to describe defensive backs who are now called cornerbacks.

Tailback - running back who usually aligns about 7 yards deep directly behind the quarterback; can align at other locations in the backfield when directed; deepest back in I formation; type of player is similar to halfback of earlier eras; generally associated with USC head coach John Robinson

Full back's assignments are usually to block, while the Tailback (halfback) is to run the ball. However, the Fullback has some run options, and at times the Tailback will block. In the early 80s, Fullbacks still ran as much as Tailbacks and there were recently some holdovers. (Alstott)

A Running back can be either a fullback or halfback (or tailback). The halfback (or tailback) usually gets the carries, while the fullback mostly blocks for the tailback on running plays.

running back. tail back, and half back are pretty much the same. they are going to get the majority of your carries and any passes coming out of the back field. you fullback is your work horse he carries sometimes but in most offenses he doesn't have near as many touches. he for the majority blocks for the half back and catches some of the passes to the flats. at least this is the way it is ran down here in the south and how it was when i played ball.
