First, I don't need to park my car since I'm stuck on a traffic jam. I'd just get off and run my way to her and ask her what's going on.
It's B then.

So, actually you were that girl? And you were crying because??? You see, a lot of people now don't just get intimidated with scenes like that. They would think it was just some kind of a 'hoax' in which they 'd rather not get involved with. People have been hardened by bad experiences which shrank their level of trust. But not me. I'd rather take a chance to extend a helping hand rather than just sit there and stare.

14 year old girls are emotional and weird. Because she is crying does not mean something serious actually occured. Striking up a conversation could lead to 45 minutes of listening to how her friend back stabbed her and her boyfriend is a creep; maybe she lost her best friends forever braclet? either way I don't really care. No thanks!!

I might ask if she wants to use my phone but that is about as deep as I would get. If a female came by I would likely suck them into the conversation and bail out as fast as possible.

If she was in real trouble i would expect her to walk up to the car and ask for assistance and then i would be happy to help.

Well since I am in a traffic jam I don't think there would be a need to park my vehicle. BUT I most certainly WOULD ask her if she needed help. If there was something I could do, like call the police or offer her a ride. But I most likely would call the police either way.

If your in traffic cause of an accident and she is bloody, I would park the car and get out, otherwise, just let her be. I stopped traffic a couple years ago for this little white dog that had just been hit by a Cadillac, scooped him up put him, checked him, put him in my truck, got with animal control and got him home. You have to care on the road, but you also have to sometimes mind your business...

I'd probably roll down the window and ask if she needed a lift or a hand with something, although she'd probably get more freaked out because I'd be stranger.
It happened to me once too, people did stop and ask if I was OK.

Happened to me. I asked if she was ok, she didn't answer but looked REALLY upset. So I parked my truck, went over and spoke with her. I'm an older man and she didn't want to talk to me, so I stopped a young (early 20's) woman and asked her to help. She spoke to the young girl. It was boy problems and she thought her world was falling apart. We sent her home in a cab after the woman talked to her for about 20 minutes.

Sensitive subject there...I don't need to be percieved as a pervert. In a traffic jam there are plenty of others (primarily females) that can lend a hand.

I don't know where you live, but in Providence a hysterical 14 year old girl only gets a slightly raised eyebrow. We feature one every block or so.

I'm curious. I'd would park to ask her what's wrong. It could be a serious issue that she couldn't handle herself and need someone's help.

I've been there before at that age.

I'd jack the music up...wait until the song is over, then ask if something is wrong.
