Processor could be downclocking due to Cool n Quiet (if AMD) or Enhanced Intel Speed Step Technology when idle. It should go full speed when a program is running. Otherwise, try loading fail safe defaults in BIOS or just disabling CnQ.
In case you have a high fsb processor that you installed in a motherboard w/ lower fsb support, the only way to bring up the speed is by overclocking the fsb.

hi darren,the first task you need to do is download a utility called cpu-z from http://www.cpuid.com/cpuz.php and run this,it will give you your exact clock speed,compare this to the manuals reported speed and if this is the same then no further changes need to be made
however if theres a slight difference then this isnt important,i have a 3.2ghz pentium 4 and in cpu-z its reported sometimes a 3.18ghz,and another time its 3.21ghz,a processor will fluctuate its clock speeds by 2 or 3 mhz thats normal
theres is a task called overclocking done in set up,however even with advanced users like myself this is only done if your processor can handle it such as the new core 2 duo processors that can be easily overclocked due to its 55nanometer manufacturing process that makes it run very cool and uses much less power than older processors
its not hard to overclock a 2.2ghz core 2 duo cpu up to 3.2ghz,theres very little heat created and the core 2 duo only needs a little more power
my advice is if everything is fine(clock speeds ok)then leave it as it is,a memory upgrade may be all you need to get that little extra speed,and with 1gb ddr2 modules costing around £30 this is a inexpensive upgrade

In older mother board have a one option to select a speed of processor u can find the mother board manual If have the option u can see the speed of the processor when booting and after boot right click My computer in Genarel tab it shows the Ram and pro-speed.
If u don't have Mother board Manual u can be find easily fr om there company website.

I dont know if youre referrring to CnQ or equivalent or if youre referring to overclocking?
If youre referring to CnQ or whatever, you dont, you let the OS decide clock speeds.
If your referring to overclocking, get some overclocking software or use your bios to overclock your components.
PS, most of the time overclocking voids your warranty and it can break components.
