This allows him to appoint a new PM who will be in place to replace him as President when his term is over in the Spring.
Russia is not a Communist State any more, but it is far from a Democracy.
Maybe it's more of a,"Parliamentary Dictatorship".

Of course he wants to go back to the good old days. He wants Russia to be a world power, somehow. Putin is dangerous and is as usual, up to no good. His country is in trouble and that makes HIM nervous. He has to make noise to feel like a big man. NEVER trust the Russians.

From what I have read, he is preparing to consolidate his party's power for forming a government come the elections next March. Putin has closed down a free press, and, the elections will mean little, as, opposition partyes are harassesed and receive no national exposure. Putin is heading back to the past, and, it is a tough pill to swallow.

In some ways it is worse since he is pure KGB and only the days of Stalin were worse in what I foresee with his plans to return Russia to dominance.
