Does your family know you want to dress as a girl for Halloween? If so perhaps your mom or if you have a sister, they could help you? It would be best if you buy new makeup at local stores. Do you have any second hand stores nearby? You could save money and get some good outfits and accessory's there. If you will be wearing hi heels, find a used pair or a pair that are very comfortable that you like. Hi heels can soon hurt like crazy if they are not well broke in or do not fit well. Are you planning on doing your makeup? On line shopping could be difficult when buying clothes since it will be hard to tell if they will fit you well. Have you ever dressed up in girls clothes before?

You can probably find the basics at Goodwill really cheap, undergarments can be procured at Wal-mart. If you plan to wear heels, get them now and practice! Otherwise, you'll possibly break an ankle, and at the very least, your feet will be killing you within a couple of hours. Get something with a chunky heel, not too high. Really high, or stiletto heels take more skill than you have. Besides, you don't want to look too good at this, right? Shoes will be your biggest problem. If you wear a size 10, you'll probably need around a 12 in women's! Not very easy to find something cute and feminine in the "boat" section.
You can probably get what you need off e-bay, if you don't want to shop in public. You may need to get a cloth tape measure and take your measurements for a good fit.
If you are going to do your own make-up practice some beforehand, so you'll know what you're doing. Ditto with hair. It's not automatic, it takes experience.
Where, exactly, are you comtemplating shaving? At your age, I wouldn't think even your legs are hairy enough to really require it, unless you're a young baboon! If they are really hairy, and you want to be convincing, go for it. I don't think I would, personally. Consider the after effects, Are you in gym class this semester? That might be hard to explain! Have fun, but stay out of trouble! Good luck!

id say first talk to your mom or sister or friend/neighbor. if they dont have anything then you could try the salvation army i guess. you could also go to victorias secret they deffinetly have that stuff, but more expensive. also i got a jean miniskirt at aeropostale for $6 once. you could also check target and places like that. forever21 has a lot of funky girl dresses.
and as for shaving...its just one night. you make the decision.

try a thrift store for the clothing and shoes, Victoria's Secret for the undergarments and fishnets, yes you should shave you pits and legs

go to girls shops and buy stuff
only shave if you want to be like it after halloween aswell cos it will take a while to grow back again
