The number of days in a year are based on the rotation of earth around the SUN , which is in fact equal to 365.25 days , Therefore, instead of keeping number of days in a year in fractions, it has been accepted as a convention that a year will be having 365 days only and to adjust the fraction i.e. 0.25 days one day has been increased after every three years i.e. Fourth year will 366 days.
Now, if we make it a no day ,it will disturb all the astronomical calculations which are not under our control.
What will happen to the babies born on 29th of February. All our communication satellites etc. will fail if we do such blunders.

Everyday is someday ! 29th of Feb is very fascinating ! Young people talk about it in schools and colleges ! You know the importance of Valentine's day in a leap year , right ??? On such a valentine's day, girls propose to boys and give them roses. That is the importance of 29th day ! How can it be a no day !

You can play around with dates, days and calendar or whatever. But the fact of the matter is time stops for nobody - the cycle of time goes on and on.
You can do whatever you wish on your own. Asking others to do as you wish is a matter of power. Perhaps Bush can push.
