He was probably in shock. I know when I first saw it (very late night our time), I was absolutely disbelieving at first. I just could not comprehend how such a thing could have happened.
I thought for a while it was a 'War of the Worlds' type hoax, and it was only as the day wore on the the news came through that I realised the full horror of the situation.
I'm not a Bush fan (at all), but I do think it was possible that he was simply stunned by the enormity of it all.

It was all part of the plan and he knew that it was supposed to go down.
He was being informed of the 2nd tower being hit. If it was the first one, I could understand the reaction. But to just sit there while knowing that two jets hit each of the towers within an hour of each other show just how incompetent that he is for the job of POTUS.
And for all those making the ridiculous claim that he should have just sat there to not upset the children, he could have excused himself without telling them what was happening just like he did when he finally did leave.

I saw the videotape, I'm fairly certain he did show a reaction. Immediatlely after that guy whispered in his ear, he showed a small surprise. He did "recover" quickly, though, and resumed reading to the children.
The question is, why did he recover so quickly.
Did he know what had happened before it did? If so, his reaction would suggest things went precisely as he saw beforehand. This would suggest he was going to use the events to gain full control over what happened afterward (using the event to do whatever he wanted while using the events of 9/11 to justify any foolishness he wanted to do).
On the other hand, if he didn't know beforehand; then this event showed that he had major control. He didn't want to alarm the children (and by extension, Americans as a whole) into thinking we are all about to die and causing a huge panic. His reaction in this case would be a testament to his leadership; he maintained a calm that would serve to give us the confidence to believe we can fight against those who would attack us. In essence, he showed that they may be a capable enemy; but we are a stronger adversary to those enemies. That we could overcome them, and fight back.
I believe the second one, that he was trying to be a strong leader that could maintain calm in the face of such an overwhelming attack. I just wish he could have maintained such strength, rather than turning into a mini-Hitler like he did.

First off have you heard of shock? I just sat there when I first saw it. He reacted without hast in my opinion. I was in the desert within 3 days. He just can't finish what he has started.
What did you expect him to do run and try and save the towers? Congress runs this Country and he is primarily a political figure.

It was a very clever tactic. Never show the enemy your rattled.
It would have been a big shock to him as it was to many Americans. Get off the mans back. He made a judgement call that he thought was right at the time.
For years the Muslim fudamentalists have taunted america. Now their reaping the seeds they have sown.
I have no sympathy for these people. All George Bush did was take the fight into their back yard instead of ours!

ACTUALLY ... and I am as anti-GWB as the next Anti-GWB person ... I find myself defending him somewhat IN THAT situation .....
he's human ( though at times I question it) ... and can you imagine being in his shoes when he was told what was taking place..... can you imagine the influx of thoughts that MUST of gone through his head... ( try and be fair and REALLY consider how it would have been..)....
THEN consider where he was and who his audience was ... Would he have been wise to have reacted any other way in front of VERY young children??
again .. I am very much anti-bush ( go check my other answers for verification) but on that particular morning .. .how can any of us say what was the right or wrong way to behave...

What did you want him to do? Jump around like a loony? He was reading to a group of children at the time, I hardly think a 4 letter outburst would have been appropriate.
I didn't do much leaping around myself. I just stood, open mouthed, shocked at what I was seeing

sure he could have stood up immediately to say cool,
"kids there is a national alert and the president needed."
but although he's a big vomit-triggerer for me, I understand
