No. to answer the question it's not >always< a bad idea to sit on the fence. Conversely, it's >never< a bad idea to sit on the fence, once in a while.

in terms of literally sit on a fence....of course its a bad idea.especially if the fence is near water

If it's razor-wire fencing, I suspect it may indeed be a bad idea. Seriously...There's nothing wrong with fence-sitting...sometimes, silence is golden.
