What that tells you is he is very, and I do mean very, short.
I am a woman, I am 5'5" tall, and my inseam is 29 inches.
Your inseam is the measurement from the inside of your leg down the inside to where you want your pants to fall. Most inseam measurements are taken to the ankle. I can comfortably wear both a 29" inseam and a 30" inseam.
To give you a little perspective on how short a 25" inseam is, it's a very common inseam for capris--not the ones up by the knee, but the longer ones that fall at mid calf. If he has a 25" inseam, he's really quite short.
And it has absolutely nothing to do with his unit. It's just a measurement of the inside lenght of his legs for fitting pants.

No, 25 inch inseam is actually pretty small, this person must be short.

are you joking? that means the length of his pant leg, the inseam from ankle to groin NOT 'manhood'. 25 inch, He is SHORT.

It doesn't matter what his inseam is. If you want to know how well endowed he is, reach down there and find out. I'm sure he won't mind.

From the crotch of his pants to the bottom of his pants measures 25inches and has nothing to do with his penis.
