Land lord is an institution. Its rule is that rent must be paid on or before 10th of the month. If on 10th day, the institution office has weekly holiday, rent is paid on the 11th. Can the institution charge penalty?

Yes he can, unless it is prohibited by your state law or local ordinance.
Read your lease.
I charge a nominal fee on my rentals if they are 3 days late.

Absolutely. If the rent is due on or before the 10th, that is: On or BEFORE the 10th.

You can pay it on the 8th, or the 5th and you'll be fine,

But the 11th is late and the landlord can require a late fee of you. The only way this would not be so is if the management policies (or the terms of your lease) state that if the 10th falls on the holiday or weekend then it is the next business day. However, this is normally never done, since in fact, the rent is normally due on the 1st! The 10th is simply additional time granted you. Going past the 10th is going over a free period they ahve already granted you.

The best bet is to plan on paying the rent earlier, such as the 5th or 8th. Then you would never have this problem.

Read your lease! The answer is almost certainly spelled out right there. In most cases if the rent is not paid on time a late fee will apply. If the due date is on a holiday the normal practice is that it is then due on the next regular business day but again you must read your lease to be sure.

If rent is due on the 1st, late on the 10th, then yes. You will be charged a late fee for paying on the 11th even if the 10th is a holiday since the 9th, 8th, 7th, etc weren't holidays.

It should state in your lease what the penalty is and when it can be charged. In general, if your rent is late they most certainly can charge the tenant.

I wouldn't think so, if they choose to be closed on the 10th!
