i had it in the garage n had the froht end checked n they said it was all tight.?

it has to be the rack, but i want to be sure cause i think its pretty exspensive?

Just because your steering won't return when backing up? does the steering act normal moving foward? If so your ok because only 1 to 2 % of driving is done in reverse. Some racks get tired but the caster on the front end is designed to work while traveling in the foward direction you actually might have to steer the car backing up.

You might just need to rotate and balance your wheels & TIres...
