It's a euphemistic expression which is interpreted to mean that a girl will do anything in order to make enough money to take care of herself (and/or her family)....even a job that might be beneath her dignity, such as prostitution for example.
She might explain or express her reason or justification for making such an unpleasant decision to work at such a demeaning job as, "I really don't like doing that and yes, I know it's not respecting myself but, it's all I know how to do, and anyway, a girl's gotta eat, right?"

I would have thought it meant that it is said when they are doing something they would feel bad about for money
