Las Vegas is what you make of it; as boring or exciting as you want. You just can go extreme with the exciting part if you get caught up in the culture of gambling or women. If those are not an issue with you, then Las Vegas is very much like any other large city in the United States.
Heat in the summer - it's hot... 116 F in the daytime. Winter, it's cold, but not freezing cold. There is NO state income tax at all. It does flash-flood at times, though Las Vegas has the lowest annual rainfall of any major city in the United States. You can expect street flooding several times a year when it rains.
Mt. Charleston is the place to ski and snowboard. Of course, you can travel to Utah as well if you are on a longer trip.
You should know that water restrictions are in force, and you should plan for desert landscape that needs no watering. Also, school zone speed laws are HEAVILY enforced. Abide by the limits.
A nice advantage is places are often open 24 hours, so you can buy groceries at 4:00 a.m. if you want. Plus, you can take advantage of casino specials all you want. Las Vegas has minor league baseball (the 51s) and hockey (the Wranglers) - both of which are great fun and value if you enjoy sports (I've never missed a hockey game since I've lived here - you get your money's worth).
On the downside, Las Vegas has a shortage of nurses and teachers. Also, as a resort city, you can expect a larger number of friends and relatives to expect you to put them up in your home to "visit" while they are actually on vacation.
I moved to Las Vegas 8 years ago and don't have a single regret. Of course, you should also note that housing costs have skyrocketed since I moved here (I bought a new home for $156,000; it would sell for $250,000 now) so if you want to own you need to consider that.

The one thing you can't beat here is the weather!!! The cost of living, though is quite high, compared to the northeast (that's where I'm from too). I've lived in Las Vegas for 7 years. The school system doesn't necessarily 'suck', but you REALLY need to do your research to find the better areas of town that have good schools. Clark County School District is the 5th largest in the country. So, obviously not without it's problems. I'm not too sure about opportunities, either. It depends on what you are looking to do. I don't think Las Vegas is a "hateful" place, but I'd want to make sure I had all my ducks in a row and do a ton of research, especially on Real Estate, before you move.

ive lived in vegas my whole life. and there really isnt nothing amazing about it. especially if you have kids. they'll be so bored. the summers are scorching hot and the winters are mild to moderate. we havent had a flood since 98 and its very humid. we go snowbording and skiing at mt charleston but its out of vegas. and the unemployment is on the rise. its hard finding a job and the cost of living is high.
but vegas does have some positive things. its very quiet.... in some parts of the city. i recommend that if you move, maybe move to summerlin or the southwest part. very quiet neighborhoods.

Ok, since the others answered all the questions but maybe one or two, I will try the ones they left.
Why come here to raise a family? My god, you are leaving a tax to death state to come to one that is being invaded by others before you.
We have THE WORST schools you can imagine here.
It is a family friendly city, except for the strip and Fremont, but not one to get your child educated. Unless they want to work at Walmart as a greeter or something like that.
Most of the money for education goes to administration and councilors. Not to mention police and security. Whats left is spent on the teachers and supplies.
But that is eaten up by teachers that spend their day trying to teach illegal immigrants and others who feel English should not be their primary language.
Whats left in the day is left to actual reading and Writing. and Math.

Just know that everybody is going to consider you their hotel, transportation, food, host when they go visit "you".
