Yes, they do scare crows. The scarecrow works because the crows are afraid of the farmer. If the farmer puts some of his clothes on the scarecrow, they mistake the dummy for the farmer and wing it.

They really don't Crows are some what scared of man, and if they see a scare crow in an area for the first time, they will avoid him. Soon they realize it's not real and make them into a perch.
