It is basically a social obligation, but is also a legal obligation depending upon local laws and ordinances.
I am not one who lives to trim the lawn. But I would not want a neighbor who's grass was so unkempt that rats and other critters proliferated.

I agree about letting the city know-most people take care of their lawns/yards. In Wisconsin where I live,it`s best to keep the lawn mowed because of them darn mosquitos,and dampness produces mushrooms,also weeds you can hardly pull out if they are overgrown. I have a small dog too and wouldn`t want her to get lost in the jungle!

As far as being any kind of obligation, I can't say, never thought about it. It is however in most cities an ordinance. It cannot grow over a certain height before it is considered a city nuisance and you can be fined for it.

if you want lawn care to be a social obligation move in to a place where 'they' decide that lawn care is a social obligation and so all must mow frequently and in the same direction ...
Or you could ask the neighboor ' what wit the grass mang; you growing a jungle?
maybe their machine is broken and you could help them.
Maybe they like grass 3 feet tall because it keeps your cats out of their yard.

Well, in an area covered by an HOA, it's typically regulated. In a non-regulated neighborhood, I'd consider it a social obligation, meaning you do it to be a good neighbor and to contribute to having a nice neighborhood...not enforceable, of course, so it isn't a question of "allowing".

In most cities/towns you can call City Hall and complain and the city will issue a letter to the property owners telling them to cut their grass etc. If the don't comply the city will do it and send them the bill.

Know someone who didn't cut the grass as often as he should have. Got warning 1st time. 2nd time got fined for "bluet"(letting grass get too long and not mowing.
