its about chaos and crazy people. it says there are more crazy people (or crazy stuff) in the world then ordered, sane stuff. if you admit it, your sane, and if you deny it, then your one of the crazies.

Much Sense- the starkest Madness
"tis the Majority (more are mad)
In this, as all, prevail-
Assent- and you are sane (admit it, your right)
Demur- you're straightway dangerous (you're the crazy one)
and handled with a chain

- Much of what people believe is based not on fact but what they wish to believe. It could make no sense what so ever in fact and be just madness but is believed as divine guidance.

"Much Sense ... handled with a chain"

What people don't understand frightens them. When you disagree with the majority, you are seen as something strange and threatening. If you agree you are accepted into the group as a sane and decent person.
