This maybe one right answer. Put in a ginourmous balloon, and pump it full of helium. Cap it off. Now weigh it. You got 2 somethings in it, weighing way less than 20 pounds.

Sorry anti gravity or negative gravity doesn't exist.
So you have to be talking about hydrogen or helium, two lighter than air gases which will provide lift to the barrel IF the barrel is airtight. However, compared to the weight of a barrel the lift wouldn't be that great.
