Regarding the nature of man, Elizabeth held the religious belief of her time, after all, she was head of the English Church established by her father, Henry VIII.
I'm not sure she had a vision of 'ideal' government. She was pragmatic, but could procrastinate and be indecisive and not always willing to listen to her advisers, some of whom were very capable. Too complex to discuss here - there are good biographies available so go hence to your library and/or bookshop.

I don't think she bothered much with that sort of philosophy. Her main concern was to stay in power at all costs and to eliminate any opposition
