what is a mini eagle in lending law?

Hmmm... A friend of mine who owns a mortgage company has used the phrase "FHA Eagle" to talk about having the authority to do FHA loans. Never heard of mini eagle... maybe it's authorization to do FHA on a "probationary" period?
