-3.1 and 3.1 are both Real numbers, the minus or positive sign doesn't make a difference.

A whole number like the number of matches you can lay on a table. You can lay as many as you want or zero matches, but you can't lay down a negative match. Notice I am not allowing you to break a match and lay down a portion of one.

Whole numbers are the set whose members are:
(0,1,2,3,4...)

An integer is a whole number it is a number of the following set:
(...-4,-3,-2,-1,0,1,2,3,4...)
This doesn't include fractions or any parts of a number.

No, this is not an interger. An interger is a whole number positive or negative. -3.1 would be a rational number though.
