Wrestling Ability - Sting.......could outwrestle foley any day of the week
Gimmick - Sting.....no one has had a gimmick longer than sting....think about it, he has had it for twenty years...face paint and tights with the same name...
Impact - Sting....WWE could have done without foley...WCW could not have done without Sting....period...

EDIT: How could the person below me say the 80's sting wasn't that popular when in the early to mid 90's he won the pwi's most popular award the most time....and Sting beat Cactus Jack in WCW numerous times....Jack couldn't beat Sting whatsoever...

Sting. He's One Of The Best Ever Any Wrestling Style Going Sting Incorporates It Into His Repartoire Then Masters It.
Sting Is A Great High Flyer Brawler And Technician. That You Can't Say About Mick.

Foley. As If Cactus Jack Hardcore Legend Wasn't Enough. He Goes And Incorporates Mankind AND Dude Love Into The Mix As Well. That's Three Great Gimmicks!
Who Had More Impact?
Sting. Sting WAS WCW Along With Flair. Foley Was A Big Part Of The WWF Attitude Era But Others Played Bigger Parts.
My Personal Opinion....
Sting. But Both Of These Guys Are In My Top 10 All Time. Sting Is Just Higher Is All. Soooooooo

Wrestling ability = The 3 phases of Sting
Better Gimmick = 4 faces of Foley , only because , i found Mankind and Cactus Jack way more entertaining that 80s Sting and the Wolfpac Sting
Impact on their Company = Sting was WCW along with Flair but those 2 were the face of the company. Foley though he was great for WWE , still you think of Stone Cold , The Rock etc first
Personal opinion = Sting , I grew up watching him , and im more of a WRESTLING fan than a wrestling entertainment fan.
Sting wins on my card 3- 1 ..... nice question , a star for you!!!

Ability - Foley could be more hardcore, but Sting was more versatile in the ring. He could do the high flying moves, stand toe to toe with the toughest, grapple, submissions.
Gimmick - I personally could not stand Dude Love, or Mankind's socko. But I have always liked Sting's gimmick. It is long running, with some changes now and then. 80's Sting was full of energy. Crow Sting was dark and mysterious and you never really knew what to expect from the silent man behind the paint. nWo Sting was mean and had fun with it.
Impact - By far Sting had the bigger impact. True Foley is a great star, and a hardcore legend, but Sting was one of the top in WCW. You think of WWE and you think of The Rock, Austin, even Hogan before you think of Foley. You think of WCW you think of Sting and Goldberg.
Personal - Sting by far.

WOW now there is a good question.
I liked all of Mick Foley's gimmicks except maybe Dude Love, he wasn't exactly a favorite. It just didn't fit with the rest. Al though I must admit, it was more like the real Mick.
Wrestling ability-Mick has always been a great wrestlers especially a hardcore wrestler.
I don't think he had the impact on WWF(E) that he could of had. But he is great and I really like him.
Sting
80s Sting was young and energetic, Crow Sting Mysterious, Wolf pack Sting I think he had the most fun with that one.
I liked the Crow Sting
Wrestling Ability-he was and is one of the best.
Crow Sting gimmick was very cool, you never knew where he was going to come from.
He made a huge impact on WCW and I think he will do the same for TNA.
In my personal opinion Sting out does Mick but they are both great. I give the slight edge to STING

Ability: Sting. No doubt. He had tons of wrestling ability. One of the best ever.
Better Gimmick: Sting stayed out of the ring and never said a word and people still bought tickets to see him. And if you think he was boring, he never had stupid Sucko I mean socko.
Impact: Sting. WCWs Franchise. Stings name will either be one or two in WCW history. Foley will be in top 20 for sure but not 1 or 2.
Personal Opinion - Sting. Who else. My 2nd favorite wrestler ever.

Wreslting ability- Seeing as how Foley was one of the best ring psychologists ever, and Sting disgraced the DDT, I'll go against the grain and award it to Foley.
Better gimmick- Foley, easily. Sting was an annoying babyface turned Crow. And I have never liked the Crow gimmick, aside from the actual feud with the NWO. An emotional dude who imitated a popular movie character to draw in fans- nothing "mysterious" about that. Raven was cooler. I'm also assuming that many of you are unfamiliar with the anti-hardcore Cactus Jack gimmick in ECW, one that I consider one of the best gimmicks ever.
Impact- Sting. Though in all fairness, Foley winning the title destroyed WCW.
Personal opinion- Mick Foley
Foley is more than just a hardcore legend. He is a wrestling legend, period. Harleyq, I actually think of about a dozen names before Goldberg. I'm sorry, but Sting and his overratedness is something I have a serious problem with, especially when it comes to the underrated Foley.

Why is it that smark fans turn so ridiculously markish when their childhood heroes are brought up?
I'd just like to make these thoughts public:
Yeah, well, it depends what you believe a great wrestler is- I've always believed it to be the guy who can tell a story both in the ring and on the mic instead of use flashy moves, which age rapidly anyway. In that sense, I consider Foley a legend, not just a hardcore icon like many others do. Sting's running DDT always irritated me- maybe it was due to the fact that guys he worked with had no idea how to sell a running DDT, but it personified my belief that Steve Borden was more flash than substance. The fact that he was allowed to trample Flair in so many little matches, showboating the whole time, really annoyed me too. I guess he was your sports entertainer in a promotion that promoted wrestlers, which is why I never exactly liked him.

Cactus Jack - beats every sting. Cactus Jack was Mick's first character so he was in his prime, before he F'd up everything in his body. Cactus Jack had a huge ECW impact.
The Mick character who I think had the most impact to WWE was mankind. He had big matched like he and the Rocks I QUIT match, and his famous Hell in a Cell with Undertaker as Mankind and I think that is what he will be most remembered for.
NWA 80's Sting was not as popular as WCW or TNA Sting. But sure beats Dude Love in every catagory.
nWo Wolfpac sting with the red makeup never impressed me. He was just in Nash's stable and was more like hired muscle.
The Multiple personalities of Foley I think fans will remember more down the road. Then Sting,
