Yes, unless there is a sign that states no right turns on red (which apply's to any province). Awhile back, maybe 6 years ago turning right on red in Quebec was illegal, but they've changed it. =)

it is NOT allowed anywhere on Montreal island, but otherwise, it is allowed unless specifically barred.
