Neither they are basically blank.
Every human starts out with pretty much the same body as a baby. Those with birth defects are the minority. Even babies born too early often develop into normal children.
The difference is not nature but nurture.
They are smarter or less so because of the education they have. There are a few geniuses and a few morons, but they are the ends of the bell curves. The average person is the majority and they decide how smart and successful the society is.
A moral sense is built by the parents, often religion is used to do that and it serves a good purpose here, because it creates a sound and tested system. Non religious people can be just as moral, it depends on the parents.
Economics makes a huge difference, blacks have been so poor and so downtrodden for so long because of the economics; most of them are poor and they stay poor. Still they are just as smart as white children, when put into a good school early enough most of them perform just as well. It isn't a defect with the person it is a defect with society.
Once a moral code has been developed it is hard to change it. Schools don't do a lot in this area, since the role is traditionally left to the parents. It isn't any coincidence that almost all serial killers were sexually abused children. It is harder to build a sound moral structure in such an environment.
All human babies get pretty much the same start in life; prenatal care can make a huge difference, but if the baby gets that it is more a product of its mother’s environment then anything else. Rich, educated people are going to do it more than people who don’t know better, can’t afford it, or can’t find it. Many people taken from Africa or other third world parts of the world have come to countries like the US and have done just as well as their American counterparts. So it is not a difference in the people themselves it is a difference in the environment in which they are raised in.
I think man has no natural moral code, innate intelligence or any but the same basic instincts. We have seen individuals from different races, areas of the world and others go to a developed nation and prosper. They may not have had prenatal care, a poor up-bringing, little exposure to anything new and living in an isolated state. But, remove them from that environment and they can do as well as others; proving that we all have basically the same mental equipment. One key factor that makes a difference between various people is the way they are brought up. The influences of economy, location, and exposure to education are of a huge importance.
We have seen criminals in all levels of society. The poorer regions of the US tend to have more criminals because of the environment, but even people with the advantages of being rich, white, going to the best schools and so on turn out wrong. Look at the managers of Enron, corporate pirates who cheated their employees because of simple greed. Fewer well off people need to resort to crime to survive, but there are still a significantly large number of them that do so you can say that in the long run it isn’t the people themselves it is the way they were brought up.
Sure we hear about a lot of black criminals, but most of them are from the inner city where they are extremely poor. Minorities raised in the suburbs and the rest of the country tend to be similar to their counterparts and that is the major factor that determines how they will do in life.
The Incas and Aztecs weren’t less smart than the Spaniards, they didn’t have the advantages of guns, steel and horses that the Spanish did. That is why both huge nations were brought down by the Spaniards with only a small army of conquerors. The illusion that whites are superior is caused because whites had access to more domesticated animals, better crops and better technology which gave them a huge leg up that other races are still trying to match. However, when you put other racial minorities into the same mix they tend to do just as well. The environment determines how smart and moral a person is. The job of being a parent is the most important job in society and we don’t teach it or issue a license for it. Any boy and girl can become parents with no for thought. The only examples they have to go on are what their parents did and what the society around them does.

Basically smart and good.
But, people grow in a different neighborhood, different education, different culture, different mind setting.
This differences make people good or bad, smart or stupid.
It just what we are told since we are still a child. What we learn, what we choose, what we are being treated by another person.
Just look at a baby, he just accept what we tell him.
If a child, since he was born, got a good education, open minded neighborhood, surrounded by good knowledge and high morale people, I'm quite sure this person will be a great, smart, and good person you ever met.
So, lets try to make a better world by teach the good side to our children. I'm optimistic. :)

Well, as far as intelligence goes, of course it varies per person, and as to what kind of intelligence you mean. Some are good at math, while others may have a huge vocabulary and read fast, while others are dumb as rocks about everything. As far as good and bad goes, I think people are basically neutral, with the capacity to do good or evil, and some do one more than the other.

People will do what is neccessary to survive. If the conventional means for survival are good then yes you can consider people good, but if there is a lack of resources and people are forced to steal,kill or do whatever else necessary for survial than you can count them evil the IQ will vary

People are people wherever you go. In my experience, most are self-centered and tend to be careless with the feelings of others. Does that make them/us bad or stupid? Yeh, some (most?) are. And I'm one of 'em -- prolly the greatest offender of 'em all...

I think people are much more complicated, attitude,behaviour, intelligence,feelings, taste, everything. No two people are exactly alike. Even twins. Just imagine, there are billion people around the world but no two people have exactly the same manners,intelligence, face nose, taste, everything.

but I work in sales and i have to drive around differnt areas all the time, some people that i come in contact with are juyst stupid in alot of towns i pass through
