If a person had something happen to them when they were younger, something that they find hard to talk about or even want to acknowledge, should that person ever tell the person they are in a relationship with?

Only if they gain complete trust in that person.
And it could be that the trauma of what happened will never be told. But since you know that there is something, I am willing to bet, that the person is working on telling that person.

Time in a relationship will tell all! We all need to experience the trust in the other person. As you grow closer and you feel comfortable you should bring up issues from the passed even if they are bad. Love and confiding in your spouse is essential to self healing.
