I can do that kind of thing, but I don't think they allow you to solicit such a thing here on Yahoo Answers. So, let's say I do it for nothing, and we make it a community project?

You can post your project on a freelance website and award the project to whoever bids least and has most reputation.

Other than paying someone to design it for you why don't you just buy a webpage template.
