Curl lashes to the max, use a light coat of dark mascara. Use eyeliner on the top lashes only. Shimmery light eyeshadow on inner corners.
Models often use a creamy white color on the bottom waterline, but in all honesty it looks harsh and unnatural in real life.

first off, embrase your uniqueness! and learn how to enhance it!
You should use light eye shadow. I suggest, Midnight cowboy from Urban Decay or something in a similar shade and apply it across your entire eyelid from lash line to eyebrow, and line a little under the bottom lashes. Make sure you also get it in the inner corner of your eye or even use a white shimmer in that area to brighten your eyes.
Feel free to use eyeline, but experament. Try just putting it on the top lashes or the bottom, but NOT both. it will make your eyes look squinty and closed. Experament with color,maybe Gold or a Whiteish, or even violet or blue. You don't have to wear black to get a dramatic effect!
Lastly get an eyelash curler and some mascara. Curl your eyelashes starting from the base and work your way out to get maximum curl. Then apply mascara to the tips. You don't have to pile it on because you want your eyes to look wide not heavy.

Use a navy eyeliner on your top lid, but don't color it on too thick or fat - keep it subtle, and make sure that the liner stays right around where your lashes grow out of your eyelid. Then use a white eyeliner on your bottom lid. After that, curl your eyelashes and then glomp on the mascara! Go absolutely crazy. Eyelashes to eyes are like curtains to windons - the more dramatic, the better. After that, apply eyeshadow - using only one color family, apply a pale color to the area under your eyebrow. On your lid crease, use a dark color in the same color family. And then smudge it like a mother. Now you're all done. Oh, one more thing. Don't squint. It really doesn't help.

IF you are at LEAST 16, use a SLIGHT amount of eyeliner and mascara. but NOT BLACK because if you are a young teen, black will look way too harsh... use a brown... draw a line from the left right corner of the left eyelid RIGHT at the root of the eyelashes to the far left corner of the EYE....and another in the same area on the bottom lid---NOT A THICK LINE... then brush on mascara... this should double the LOOK of the size of your eyes.

Good points were already made. DO NOT wear black eyeliner. It totally makes your eyes look even smaller. But, if you want a dark liner try a shade of brown. DO NOT line your whole eye with white eyeliner. That just looks tacky. Don't line the top lid, just half of the bottom(outside edge to middle).

DO NOT use black liner. That'll just make your eyes seem even smaller. Try using a shimmery white shadow very close to you lashline and put a bit in the corner of your eye near your tear duct. You can still use liner, just not all the way around your eye...only tapered toward the far outside corner on your top lid (try gray or brown).

Apply eyeliner tight against the upper lash line only. Applying dark eyeliner at the bottom lash line tends to make eyes look smaller.
Apply one shade of a sheer, light eyeshadow to the entire lid.
Keep your brows well groomed to open up the eye area. You can use clear mascara or brow gel to keep brow hairs neat.
Curl your lashes.
Apply white eyeliner to the inside of your lower eyelid.
Try applying bit of dark navy mascara to the tips of your lashes after applying black mascara. The subtle blue will help make the whites of your eyes look brighter.

dont put eyeliner on the bottem of your eye put it only on the top thats what the make up artist at ulta told me to do because i have small eyes too.
