There is nothing you can do until you have a completed and edited manuscript. Then, you seek agents and/or publishers who represent non-fiction work in the political genre. You send out query letters with what is called a book proposal. That is a very specific document that is actually a sales tool for your book. It explains what the book entails, who the market is, how you think it can best be marketed, what books like it are in the market and how well they are doing, why yours is different, etc. You can purchase a book (there are several out there) explaining how to write a successful book proposal. If someone is interested, they will request to see your completed manuscript, so it must be done before you start querying. No one is going to ask to see it then wait while you finish writing it. They will want it immediately.
A bit of advice. Start thinking like a writer. Industry standard is to discuss your book length in terms of words. The standard is 250 words per page. So when you discuss your book, tell how many words it is not how many pages.
You will see that on my profile I have starred many great Q and A on writing and publishing. You can print them out and study them. A lot of novice writers are collecting them into reference notebooks for themselves. There is a lot of great information by many different people for you to read. Good luck to you. Your book sounds very ambitious for a 13 year old. There is a "gimmick" in there - being a 13 yr old writing political commentary - and that just may get you noticed when you are ready to present it. Pax - C

Thirteen seems a bit young to get into the publishing business, but it's an admirable goal.
My advice to you would be to research all you can on publishing, writing and how it works in the industry. There are endless resources out there that can help you get started. Most importantly, though, you need to have a solid story and a polished manuscript.
Getting published is hard work, but if you do your research and keep going, it may just happen.

You should get a copy of Writers Market and read how to submit a book for publishing and who is accepting an unknown author. Public libraries may have a copy of the book.

This is a great time to start. Let me just give you a few tips. Finish writing your book. Then get it edited by a teacher. They are the best free advice you can get. Get it edited by your english teacher first for grammar. Then go to a U.S. History teacher so you can get your facts checked. If this is a history novel your facts need to be dead on.
Once you've done that get a few responses on your newly edited piece from your parents/older sibs, or just anyone who's a good writer, or someone who loves to read.
Just remeber, there's no hurry. Take you time and make it the best you can make it.

I'm sure everyone means well by encouraging you, but unless you are writing a comically inept version, nobody is buying your book. Most people want their political commentary from either proven academics, experienced politicians/bureaucrats, or failed terrorists/serial killers. They want someone with either credentials or experience that lends some credibility to their writing.
