Make sure your drain line is not getting clogged. Sometimes your gutters drain into the sewer line and if the line is becoming plugged it will come up in your basement. They also sell stand pipes that insert into your drain hole. Usually about 2-3 tall. This will keep water from coming up into the basement. Do some research into to anything you use to plug your drains. I have heard that plugging or even using stand pipes can put extra(and sometimes to much pressure) on your drain pipes. Sewer pipes arent really meant to be put under pressure. If there is any way to install a sump pit and pump I would suggest that.

Measure the opening of the hole, then go to the nearest plumbing supply house by you. Get a rubber plug, it should have a big nut on one side in the middle. You put this in the hole and turn the nut until it's tight, you shouldn't have any trouble after this.

instant remidy? roll-up a rug with saraphin wraps and use it as a plug. insert it thight but make sure you can pull it out later.

radical remidy? blow a balloon in you drain pipe. it would keep it water tight, put something heavy so that the water/pressure would not pop-up the balloon. till you get a rubber plug

and when you can buy rubber plugs that would be better.

yeah back flow valves are good but also expensive and you need a plumber to install it.

go for the rubber plugs.

The water is probably coming from overloaded storm sewers. You can have a check valve installed and that would stop the water from coming up throgh the drain. If you are handy you can install it yourself or maybe you have a friend who does plumbing? Go to a plumbing supply shop. I'm sure they will advise you.

To prevent water from backing up through the sewer, go to the hardware store and purchase a plug, that you can install yourself, which will allow water to go down the sewer and will stop the water from coming up through the sewer Voila !!!!Problem solved!!!

your problem is that you are getting back-up from your sewer. So what you need to do is get a back flow valve installed . It only lets water out the flap will not let water back in.
