He has to hide his bloodshot eyes from all the weed he smokes. And as for the tooth pick, well maybe he eats a lot of BBQ spare ribs.

HONESTLY - if youve ever seen puffy with out the glasses you would buy him another pair - they may actually be perscription - the reason i say this is when he takes them off his eyes look smaller - like mouse eyes - this usually only happens when the eyes are enlarged by prescription lenses - why he always wears dark tinted i dont know - he use to wear the lighter ones that were indoor / outdoor - he may also do it to keep people out of his face and not see where he is looking - ( police do this )
as far as the toothpic - i dun even know -

from time to time human beings are in simple terms attempting to look cool yet i dont desire to choose human beings like that so as that they'd do what they like :] i might do it haha different than once I positioned on sunlight colors interior or at evening i think blind D:
