Sometimes yes, sometimes no.

The idea is simple - disturb the surface of the water to dissolve oxygen from the air. Create water flow in the tank to distribute it.

These days most people use Hanging power filters - they pour water from above the surface and into the tank, and oxygenate the water while they do this. In tanks not too heavily stocked it's enough and an air pump is not needed.

If you have a filter that doesn't disturb the surface, like a submerged internal filter, you would need one.

If you don't have a filter, you most certainly need one, but getting a filter is an even better idea.

If the fish are gasping at the surface it's obvious you can use one.

It never hurts to have the extra punch of an air-pump no matter how you look at it, and they're always handy to have on hand anyway, they're useful if you need to set up and emergency hospital or quarintine tank. I run one with a sponge filter along with the regular filter in one tank, that way there's always an extra mature filter ready, just in case - in other two I don't use any air pump at all.

It depends on your set up. There are filters that don't need air pumps. They usually hang on the outside of the tank. They siphon water up into the filter and force air with the water back in the tank.

Other filters need an air pump to make them work. If you need help go to this website listed. Someone will help you.

I've always used an air pump in a fish tank to keep the water moving and circulating. You can get a cheap air pump at Wal-mart or whatever.

Yes they rid the tank of any unwanted gasses like carbon dioxide and provide more surface area for oxygen exchange. Fine bubble mists are better, you want lots and lots of small bubbles. Your tank will be healthier and so will the fish.

An airpump is only necessary if you don't have a filter on your tank

People usually use it with decorations, which creates bubbles through use of the airpump

You can always add one for additional oxygen though

there not really necessary but they are addvisable since they help the fish alot.
