Not really. Tiger barbs are agressive fish, and they should be kept in schools of at least 6 or more. In a large enough group, they'll keep most of the aggression among their own species, but if the group is too small, they'll pick at the other fish in the tank.

As a rule of thumb, you should have one gallon of water for every inch of fish length. I don't know how long Tiger barbs or silver dollars grow, but for my example lets say a tiger barb grows to 5 inches long. Thats 10 inches so far. And, again for my example, a Silver Dollar grows to 7 inches, then thats another 14 inches. 14 inches + 10 inches is 24 inches, so you would need 24 gallons of water.

I wouldn't advise it. One of my fish tanks came with a sliver dollar and when we got some tiger barbs, they killed him.

yeah as long as you get about 6 of them the aggression should be held within the group op barbs
