Northern California...San Francisco is easy to get around with the tram service. There are tons of things to do there too! For Southern California, Santa Barbara is great and north of that is San Luis Opisbo where you can visit all the wineries. The only bad part is that you will have to rent a car to drive around.
Hawaii is also another great place to visit! Honolulu has the nightlife and the gorgeous beaches/sceneries. Plus you can island hop to the Big Island or Maui (local flights are cheap).
Really it all depends on what your interests are (culture? historical sights? beaches? shopping?) so look for a place with that in mind.
Exchange some money before you go, it's always good to carry some cash with you for bus rides/taxis etc. Most places accept VISA and Mastercard so you don't really need to carry a lot of cash around. Get some travellers cheques too.

They are all relatively safe. Big cities are more dangerous so stay away from New York, Chicago and LA if you want. I would visit Austin, Texas, San Francisco, California and Denver, Colorado. San Francisco if you only have a week.

West Virginia - it's cheap, very low crime, nice weather this time of year. You can go hiking, mountain biking, whitewater rafting, rock climbing, or just sightseeing in the mountains.
