The surge is working/failing ,yet no one knows the goal of the surge.

To postpone the collapse of the Iraq situation until Bush etc is out of office and he can blame someone else.

To bolster security in certain areas of Iraq.
It has succeeded, and will continue to do so as long as the US troops stay.

For another ten years at minimum.

To show false progress, so that Bush may continue to get funding.
