Isn't it great to know that the power saving feature of your laptop is working? On newer AMD processors, it is called Cool n Quiet. When idle, processor downclocks and goes to a lower voltage setting. Power consumption is minimal; battery life is extended.
If you change Power Scheme to Home/Office Desk or to Minimal Power Management in Power Options, full processor speed will always be available.

Is your laptop hot when it's that slow?

My theory is that your laptop is getting really hot, and AMD processors automatically throttle down the speed when they overheat so the processor doesn't burn out.

Test the theory. Keep the laptop off and cold for a while. Turn it on, and then see how fast the processor is working.

Wait until it's really, really hot, and then test the speed again.

You might see a difference. If this is the case, you might want to see if any fans in your computer are burned out or simply jammed up. It's not too hard to replace laptop fans.

How many ghz does your bios say you have? If it's 997 you're settings are set wrong. If it's 2.2 then like the other guy said power savings.

CPUs with SpeedStep technology (called PowerNow on AMDs) usually report weird numbers, although amd processors generally use the intel-equivalent speed measuring, check this list:

Check your power management and make sure you are plugged to the charger, then check again.

It's probably running it at 997Mhz to conserve power. Most laptops have a utility program to save battery power and will only run the processor as fast as it needs to run to accomplish the task you are doing.

I'll tell you. When my laptop is running with battery it says its frequency is 700Mhz when at low consumption and 1,6Ghz when connected to wall power. That must be your problem. Try plugging it and checking it again... Hope this helps!!!

Upgrade your fan, mine is working way the same as yours but after i oversize the fan it back to normal. use water coler fan.
