OK this is hard to explain write this
khd _dcm the_means the base unit like g l or m k-kilo
c-centi m-mili and so on now start where the decimal is in your case its the far right(invisible)start at the "k"for km count all the way to "c" for cm starting at the one after the k that would be 6 spots so your answer is28,000,000cm (i think)
it makes no sense at all hen its typed but if it helped great if not sorry this way is easier to me than you no the 1000 time 100 kg =blah blah blah

1 km = 100,000 cm, then just 28 km = 28 * 100,000 = 280,000 cm

1000m=1km
28 x 100=2800
2800 x 1000=28000

the division of the SI units like that is centi=1/100, then normal meters, then kilo=1000... so what i would do first is covert it to meters from km, because it's easier to take it in smaller steps like that or try looking up sample problems

there are 100 cm in 1 meter, 1000 meters in a km.,,
28x1000=28,000 meters
28,000X100=2,800,000centimeters.
