the zeros that are significant are those that tell you how precise a number is, those that are just place holders that tell you the value of a number are NOT significant
0.0224 - none
3.000 - all 3 are significant (it's a measure of the precision of the number, they are not placeholders)
3000 - none (note, if it said 3000. then they would be sig)
0.004300 - the last 2 are significant
0.00800 - the last 2 are significant
0.00967 - none
0.023 - none

I think the first two answers are entirely wrong.
Place-holder zeros are NOT significant, but end-point zeros add precision so they are.

Significant means you change the value by removing them.
0.0224 second one
3.000 none
3000 all
0.004300 two after decimal
0.00800 two after decimal
0.00967 two after decimal
0.023 second one
