When you say " John Muir led the creation of national parks" do you capitalize national parks?

No since it is not a proper noun.

I visited all the national parks, but I visited Yellowstone National Park last.

I only capitalize when naming a specific park - such as, "We went to Canyonlands National Park so it should not be capitalized

but then again, I like e e cummings thoughts on punctuation and capitalization . . . used unconventional capitalization in his poetry by writing his name in lower case and without periods. Cummings himself used both the lowercase and capitalized versions.
