In addition to the Royal Roads, which allowed faster transportation and communication, the Persians had several techniques that helped them rule a large empire:

* Satrapies: They split the empire into regions called satraps. Each satrapy had a governor who was given a great deal of authority to establish policies that matched the people he was ruling. This kept acts of rebellion relatively infrequent.
* Tolerance: The Persians allowed people to keep their own customs, religions, and languages. So long as they were paying taxes to Persia, there culture was left alone.
