Personally, I define a crime as an act of aggression against another person or their justly-acquired property and I consider all crimes that meet this definition to be very severe. I personally apply this definition universally.

In particular, there are a few crimes which I would consider to be the worst of the worst (in order):

Murder, War and every other form of killing
Theft, Robbery, Burgular, Extortion, Taxation, and other similar violations of property rights
Slavery
Assault
(non-statutory) Rape

Nearly all world cultures agree that the 'worst' crimes are:

1. parricide [murdering your parent/s]

2. incest within the family group

3. human canibalism


nothing else really comes close to these. Anyone who commits them can pretty well expect to be convicted and sentenced to death [if legal] everywhere. In some cultures, the locals won't bother the courts about your trial, either.

DEFINITELY the worst one would be anyone who harms or kills small children. The next would be anyone who harms or kills helpless animals. As far as murdering or raping other adults, if the victim was an elderly person, that's pretty hideous, or if they were mentally or physically handicapped somehow. Murderers who torture their victims extensively before killing them a la Gerard Schaefer -- pretty nasty stuff. That's about as far as I can go with this one because unfortunately I'm not terribly empathetic with my fellow humans in most cases. Sorry.
