Before the story happened they belonged tothe wicked witch of the wests sister the wicked witch of the east, so the witch went to the place where the death of her sister occored to get them, so she could use there power to rule over oz, but then being a GOOD witch, glinda magically gave the slippers Dorothy because glinda knew that the witch good not take the slippers from a living person so the wicked witch tried to kill dorothy for the slippers but the witch was melted by dorothy while trying to put out the fire that the witch puton the scarecrow, so in the end they belonged to dorothy but when she woke up the slippers dissapered becouse oz was just a dream.
If you see wicked its a hole other story that i dont have the room to explain.

Originally they belonged to the Wicked Witch of the East, but Glinda magically removed them from her dead feet & placed them on Dorothy, so they belong to her.

they did belong to the witch of the east. but then she died giving in succession to the wicked witch of the west. but they were worn by Dorothy before the wicked witch could get to them, so by legal matters the shoes could not be taken forcefully from her feet after whence being put their by glinda in an attempt to foil the wicked witches plans. so the story continues on.

They belong to whoever is wearing them. That is why the wicked witch of the west tries to get them at the start (just after the house falls on her sister). They bestow power on the wearer.
