The best suggestion I can make is eBay. I've gotten a few there at great prices. Also, I seem to recall being able to get paper Go boards from one of the major Go organizations. Those are a great way to keep costs down.

Best of luck. Go's a great game!

This site has some instructions on making the board, http://users.tkk.fi/~kalyytik/goban/

but, I've made a few boards just using plywood, and it works beautifully. (you need a table saw, a sander, and router to edge the board. Ruling pens to and some wood stain and varnish.)

Or just get a fine tipped pen and rule some up on a piece of card board... Maybe have your first project is to have your students rule up their own boards.

A sharpie and some wood from the hardware store. It is pretty easy to make them. And you can get counters from craft stores.
