Motorcycles as with all street legal vehicles must have high and low beam headlights. This makes them suitable for in town and highway driving where you would overdrive the low beam headlight and be in danger.
You can flash if you think they have their high beam on, some do ride with them on just to get more attention, trying to avoid being struck.

I do very little riding in the dark but I have my brights on all the time I only turn them off when it gets dark. It was recommended by the motorbike course to run during the day with your brights on this serves two purposes all cars and motorbikes in Canada must have daytime running lights so by not using the low beam all the time it saves it for when you really need it. The other is it makes you just a little move visible and on a bike a little more visible goes a long way.

yes, basically all street legal motorcycles have a hi and low beam on their headlight (at least in the USA).
some bikes seem to have a brighter headlight than others possibly due to a halegon or Xenon blub or some other brighter bulb.
treat the same as an automobile if you think they are running with their brights on ... but be prepared to get blasted if they really are on their low beams... LOL
don't forget a typical motorcycle headlight is considerably higher than the normal car headlight and might appear to be brighter since most only have one...

In most states it's perfectly legal for motorcycles to run their brights or high-beam during the day. It's a better way to be seen by other vehicles.

Before you flash your high beams at them remember that we have to be so much more careful for animals at night than car driver do since an accident most likely will result in bodily harm while in a car at only results in a trip to the body shop to get the car fixed.

most motorcycles have Xenon headlights which appear to make them alot brighter and have a blue effect...most people who ride or drive only turn on their high beam if necessary however if you think that their high beams are on and its almost impossible to see where YOU are going then by all means flash them! (only two quick ones tho)....lets just hope they dont think the police are down the road LOL

All road-legal vehicles operate the same way.
I have flashed and been flashed.
Being on a motorcycle makes no difference.
