You set it aside for a few weeks -- at least until you have forgotten most of what you have done -- then you read it through. If it holds your interest long enough to finish it, you'll know you have a workable first draft. Rewrite. Rewrite. Rewrite. Edit and rewrite. Later, you read it again and, if required, go back and do the surgery thing.
So it goes until it is as polished and smooth as you can possibly make it. Then you submit it to someone to proofread the work you have so lovingly created. Do NOT submit it to a friend or a relative, but to someone who knows what they are doing and is not afraid of hurting your feelings by providing a critical analysis. Check with your local library for that stage to see if you can elicit the needed help there.
If the thing you have created passes muster there, submit it to a critiquing group or a writing club to get more input. If you survive all of that, you are ready to submit to a publisher. You must, however, be prepared for a rejection.

A great book to read on the subject of writing is Stephen King's "On Writing." It's one of the best books I've read on the subject.
Becoming a published writer can be difficult. One way to become a published book writer is to start off publishing shorter works (short stories, essays, etc.). Once you begin to build up a decent portfolio of published shorter works, literary agents will take you more seriously. (It's difficult to publish a novel without a literary agent.)
To find some literary journals that publish short works, visit Duotrope, an online resource for writers. (Look up "Duotrope" on Yahoo to find it.)

You can start by doing writing exercises, attending creative writing classes, buy a book on it and study.
To write a book , you can start writing in chapters and get connected.
To publish, you can publish yourself or send your book to publishers for their interest.
